La manovra finanziaria mobilita risorse aggiuntive per il settore della Difesa che in buona parte confluiranno in investimenti in nuovi sistemi d'arma. Ma anche il movimento pacifista si mobilita per esprimere opposizione a una manovra che sottrae risorse a sanità, scuola e stato sociale.
Per ogni euro in più investito nella scuola e della formazione, lo Stato assegna ben 1,45 euro in più alle spese militari. La spesa militare netta registra un incremento diretto di 4,5 miliardi di euro che sale a un'espansione potenziale fino a 8 miliardi con la clausola di salvaguardia europea.
Per ogni euro aggiuntivo investito nella tutela della salute dei cittadini, lo Stato decide di spenderne quasi due in armamenti e spese militari. Sono circa 4,5 miliardi in più per le spese militari aggiuntive mentre per la Sanità la spesa introdotta ex novo è ridotta a 2,4 miliardi.
